There are three words applied to the elders in the New Testament. One is the term “elder” which has to do with age or maturity (in the faith). Another word is “overseer” which refers to them having oversight over the congregation. The third word is “shepherd” which describes leading and guiding and feeding the flock of God

Speaking to the elders of the Ephesus church, the apostle Paul said, “Be on guard for yourselves and for all the flock, among which the Holy Spirit has made you overseers, to shepherd the church of God which He purchased with His own blood” (Acts 20:28).
